May 9, 2022 Update --- Accessing New Districts In Votebuilder:




In order to help make new districts available in VAN while waiting on more information about which maps will be in effect in 2022, a statewide custom districts field from the McGrath campaign in 2020 has been repurposed to reflect these new districts as accurately as possible. 


Due to split precincts at the State Senate and Congressional levels, split precincts can only be assigned to one district or another; not multiple. However, the State House maps did not have split precincts among those districts, allowing full coverage with these fields. 


These fields (referred to as McGrath Regions/Organizers/Teams) will be shared with all Congressional, State Senate, and State House VAN committees. All users will be assigned the new districts using these fields to provide access in the short-term; once there is certainty surrounding the maps, the 'Congressional', 'State Senate', and 'State House' dropdown fields in Home Districts will be updated with the new districts and the custom districts field will be removed. 


When accessing these new districts through the McGrath Regions/Organizers/Teams dropdown fields, campaigns at different ballot levels will be able to access their full district at different dropdown levels.


Congressional CampaignsCongressional Campaigns will be able to access their full district via the "McGrath Region" dropdown. This will filter down to all counties and precincts within their district.
State Senate CampaignsMost State Senate campaigns will be able to access their full districts via the "McGrath Organizer" dropdown. However, if the State Senate District is split amongst several congressional districts, users will need to build out the full district as described below in LIST BUILDING EXAMPLE 1; the district components are accessible via the District Components Spreadsheet.
State House CampaignsAs documented below, State House campaigns will  be able to access their district either via the "McGrath Team" dropdown (as described below in LIST BUILDING EXAMPLE 1) or the "Organizing Turfs" section in Create A List.


When accessing these districts, it is important to remember that the State House or State Senate district may be split among multiple higher level districts. For instance,  State House District 88 is split among four different State Senate Districts as shown in the HD 88 Components table.

To access the full 88th House District, users will have two different options to access these four parts of the district. Both options have their pros and cons.



OPTION 1:

Using Home Districts, users will need to create a list using four steps to incorporate the four parts of the district. An example of these steps is shown below in the LIST BUILDING EXAMPLE 1. 


PROSThis will let users filter by various other 'Home District' options, such as County,                 Precinct, Media Market, Municipality, etc.


- CONS: Users will need to build this list with multiple steps to add together all of the                         components of the district.


OPTION 2:

Using Organizing Turfs, users can select the four components of the district in the same step. An example of this is shown below in LIST BUILDING EXAMPLE 2.


- PROSThis will let users select all the voters in the precinct in one step.

- CONS: This section does not interact with Home Districts and will not filter that section down to the current district, so users will need to know the new counties/precincts in their district (LIST BUILDING EXAMPLE 2 - STEP 3: ERROR).




OPTION 1 will be best for Congressional campaigns, and some State Senate campaigns. OPTION 2 will be more convenient for State House campaigns to avoid needing to create multiple steps.


Due to the way in which districts are rolled out, it is recommended that users build a list of the new district without any targeting and save it as a Saved (Dynamic) Search  and Saved (Static) List. Users can  build their entire universe in 'Create A List', then use the Saved (Static) List as a way to filter to voters in the new district. More on that can be found in the example below.



LIST BUILDING EXAMPLE 1:

STEP 1: BUILD A LIST OF ALL COMPONENTS OF THE NEW DISTRICT USING McGRATH REGION/TEAM/ORGANIZERS. TO FIND THE VARIOUS DISTRICT COMPONENTS, PLEASE REFER TO THE GOOGLE SHEET LINKED AT THE TOP OF THE PAGE.


STEP 2: SAVE A (DYNAMIC) SEARCH AND SAVE A (STATIC) LIST OF THE NEW DISTRICT TO USE AS A FILTER.


STEP 3: WHEN BUILDING UNIVERSES, BUILD WITHOUT FILTERING ON HOME DISTRICTS. ONCE THE UNIVERSE IS BUILT, ADD A "NARROW STEP" TO NARROW TO THE NEW DISTRICTS' VOTERS USING "MY SAVED LIST".



STEP 4: RUN THE SEARCH AND THIS WILL GIVE YOU A LIST OF YOUR TARGETED VOTERS IN THE PROPOSED NEW DISTRICTS.





LIST BUILDING EXAMPLE 2:

STEP 1: USING ORGANIZING TURFS, USERS WILL  SELECT ALL OF THE TURFS THAT HAVE THEIR DISTRICT COMPONENTS.




STEP 2: ONCE THE COMPONENTS ARE SELECTED, THE CAMPAIGN USERS CAN BUILD THEIR UNIVERSE STEP BY STEP WITH JUST THEIR DISTRICT INSTEAD OF BUILDING THE UNIVERSE AND THEN FILTERING THROUGH A SAVED LIST OF THE DISTRICT. 

ALTERNATIVELY, THE CAMPAIGN CAN BUILD THEIR ENTIRE UNIVERSE AND THEN FILTER THROUGH THE ORGANIZING TURFS.





STEP 3: ERROR --- IF THE USER IS SELECTING THE DISTRICT COMPONENTS FROM TURF, AND THEN TRIES TO USE HOME DISTRICTS AND SELECTS A PRECINCT OUTSIDE OF THE NEW DISTRICTS, THEY WILL GET ZERO (0) RESULTS.
