Kentucky Democratic Party

Based upon conversations with the DNC Voter File Processing Team and the NGP VAN Support Team, the "Registered Inactive" Voter Status was added as an option to 'Create A List'. With this now being an option, the DNC and VAN have been updating this field to reflect those voters who are on the Inactive/Asterisk List on the voter file and the 'KY Asterisk Voters' target in VAN is no longer being updated. 

To release valuable and precious target points, these targets were removed from VAN after the June 30, 2021 voter file update.

Thanks to efforts from the Kentucky Democrats legal team, we were able to get the voters that were purged from the voter rolls added back as active voters. 

In order to identify these individuals, the Party asked for an indicator in our October 2019 Voter File Update to know who these voters were. For these voters to be easily searchable for our campaigns and committees moving forward, the KDP and DNC worked together to create a target called 'KY Asterisk Voters'.

However, due to the way that the file is made available to us without a unique identifier, the DNC had to get creative to properly match the individuals in VAN. With that in mind, two subgroups were created under 'KY Asterisk Voters':

- High Confidence

- Medium Confidence

High Confidence matches voters based upon the LastName, FirstName, MiddleName, Address, City and Year of Birth on the voter file. Of the 166,885 voters with asterisks on the voter file, there were 13,145 voters that did not have matches on the file. 

Medium Confidence, meanwhile, matches voters based upon LastName, FirstName, Address, City and Year of Birth on the voter file. Of the 166,885 voters with asterisks on the voter file, there were 72 voters that did not have matches on the file.
